Google will open Play Store billing to outside payments this week

A court settlement with Epic Games dating back several years has forced Google to restructure the economics of the Play Store, with the company now set to open the platform to alternative payment systems from 30 June across the US, the UK, and Europe.

Under the new billing choice programme, developers worldwide will gain the option to direct users to an external payment system or their own website at checkout alongside the default Play Store billing, with Google requiring alternative checkout screens to follow its UX guidelines rather than giving developers unrestricted design freedom.

That structural opening of the platform arrives alongside a significant revision to Google’s commission model, with the company splitting its fees into a service charge and a separate billing charge rather than applying a single 30% cut across all transactions as it had previously.

The service fee starts at 10% on a developer’s first one million dollars in annual earnings, regardless of whether the customer pays through Google’s own billing system or an external one, and also applies at that same rate to all subscription auto-renewals.

Developers who route transactions through Google Play’s billing system will encounter an additional 5% billing fee on top of that service charge, a structure that effectively builds a financial incentive for Google to retain its own payment infrastructure even as it opens the door to outside competition.

Beyond the first million in annual earnings, Google’s commission rises to 20 percent on new installs, with other transactions on existing installs attracting a 20 to 25 percent rate, though developers who qualify for either the Games Level Up programme or the new Apps Experience programme will maintain access to the lower fee structure when both initiatives launch on 30 September.

The 30 June changes cover the US, the UK, and Europe as the initial rollout markets, with Google scheduled to extend the revised billing structure to all remaining regions progressively before the changes become the worldwide standard on 30 September 2027
